Le réseau Natura 2000 est un ensemble de sites naturels, terrestres et marins, dont l’objectif est de contribuer à préserver la diversité biologique sur le territoire de l’Union Européenne. Ce réseau concilie préservation de la nature et préoccupations socio-économiques. Il est composé de sites désignés par chacun des États membres en application des directives européennes dites "oiseaux" et "habitats" de 1979 et 1992 selon des critères spécifiques de rareté et d’intérêt écologique. Ces directives prévoient la désignation des sites en Zones de Protection Spéciale (ZPS) pour la préservation des oiseaux et en Zones Spéciales de Conservation (ZSC) pour les milieux et espèces (hors oiseaux).

Des Zones Spéciales de Conservation (ZSC) visant la conservation des types d'habitats et des espèces animales et végétales figurant aux annexes I et II de la Directive "Habitats".

Concernant la désignation des ZSC, chaque État membre fait part de ses propositions à la Commission européenne, sous la forme de pSIC (proposition de site d'importance communautaire). Après approbation par la Commission, le pSIC est inscrit comme site d'importance communautaire (SIC) pour l'Union européenne et est intégré au réseau Natura 2000. Un arrêté ministériel dé signe ensuite le site comme ZSC.
